How do I convert files created on a vista system with .wps extensions to be read/used in word 2016. Unable to find any converters on the office web site.

https://www.microsoft.com/en-us/download/details.aspx?id=12 should work with 64 bit Windows, but may not work with 64 bit versions of Word. It only works with files from Works versions 6 to 9. For earlier Works versions you will need the very old filters linked from the downloads page of my web site.
Alternatively, use File Merlin to convert the files to Word format.
You seem to be describing the very old filters link from my web site. These will not allow Word to open recent versions of Works documents. You need the later filters, which are also linked from my web site - http://www.gmayor.com/downloads.htm tohttps://www.microsoft.com/en-us/download/details.aspx?id=12
At the opening page, uncheck all the options that Microsoft 'recommends' and click 'Next'. You will then get a download option to save WorksConv.exe which will allow you to install the converters and consequently open recent Works document files from Word's File > Open dialog. That's the only file you need.
I had an old Works 7.0 Disk from Works Suite 2003 and installed it on my new computer. This solved the problem for me, as I had a couple of old data bases that I have added to over the years and wanted to be able to access. Works 7 or Works Suite 2003 can be purchased for under $10 on ebay.
I have attempted to download the program for converting wps to doc files, and it shows the file as WorksConv in Downloads but when I double click on it the system sends me back to the licensing agreement and then disappears, placing a second WorksConv in my system. Whe I click on WorksTextConv Zip file it shows Windows 32 bit and Windows 64 bit. Once I click into that file and click on Works Text Conv do I extract all?
