Thanks for the feedback and in the free version of OneNote for Mac it only syncs to the cloud as you see. Why don't you have your files in the cloud? Without doing this you all cannot use your notes on other devices. And the team is looking to add Office 365 & SharePoint sync for work users who cannot sync to OneDrive; right now it was more consumer focused.
As for local files there isn't yet a way to upload them to OneDrive yet, do you have a bunch of old files that you don't have open in OneNote that you can't upload?

Not sure why MS wants we all go to the cloud but personally I love freedom and independence and I do not trust "the Cloud." I do not store important stuff in "the Cloud." Remember the celebrities' pictures incidents? That's why. I do not have "pictures" but I do have personal thoughts and ideas.
We do have options and choices and they are free too. Many folks live well without Microsoft stuffs. For example, we can use Google Docs and many Google's freebies if we need to share stuff. We can use many word processors if I want to take notes. And if we had enough, may be folks at Mozilla would offer some Mozilla Notes with full features and freedom.
If you want OneNote to be a successful apps, make it likable by giving users what they want. I see you guys are moving the MS Suite to the cloud and subscription as well. That might be a big mistake.
Trust me, users' ideas and thoughts count. The slickness of any product does not matter if it does not respect users' demands.
