Excel 2013 Insert and Delete (column/row) grayed out for all workbook

Hello -

I have an odd issue.   No matter if it is a new or existing workbook my insert and delete row/column options are greyed out.   The workbook is not protected as this happens for even brand new ones as well.  I have searched and cannot locate a solution.

Any thoughts would be appreciated.

Just solved my own issue.

Had to delete the \Office\15.0\Excel\Options via regedit.

Problem resolved.

    In the %appdata%\Microsoft\Excel, it was Excel14.xls file, I have renamed to Excel14.xls.old and restarted Excel.

    Issue is resovled, thank you.

    Just create new user or check with another local user OR restore your system if you know the proper working date,problem will be solved. I tried all above solutions, but problem was same.

    C:\Users\your name\AppData\Roaming\Microsoft\Excel

    I just renamed Excel15.xlb to Excel15.old, and finally restart Excel and it worked.
