Excel 2013 Insert and Delete (column/row) grayed out for all workbook

Hello -

I have an odd issue.   No matter if it is a new or existing workbook my insert and delete row/column options are greyed out.   The workbook is not protected as this happens for even brand new ones as well.  I have searched and cannot locate a solution.

Just solved my own issue.

Had to delete the \Office\15.0\Excel\Options via regedit.

Problem resolved.

    looks Indian Income Tax Return is the culprit. I too faced this issue while I tried upload the returns. I found difficult to find Excel15.xlb in %appdata%\Microsoft\Excel with my OS windows 10. But I did find and changed it. In effect, Excel15.xlb was disabled. 

    I agree & aspire to remove the Indian Income Tax Act from statutes as suggested by Sri Subramaniam Swamy.

    Hi,

    I had the same problem today.

    You simply need to close Excel, then navigate to "%appdata%\Microsoft\Excel" in Windows explorer and rename Excel15.xlb to Excel15.old, and finally restart Excel and the problem should be fixed.
