I have the exact same problem, same programs and everything, except i use the microsoft touch mouse
so its not your mouse, its a global issue

I have a Logitech M500 mouse. This mouse has a mechanical mousewheel (the "ticking" kind), which can also be clicked from the sides to horizontally scroll. The great thing as that this works almost everywhere... In my browser, in Notepad++, basically almost everywhere as far as the programs go that I use. Except for Excel 2013.
Possibly related, it also doesn't work in regular ol' Explorer file browser windows. Not a bother, because I use Total Commander. But the horizontal scroll thing does work in Internet Explorer 10, which seems odd to me (same company behind Explorer and Internet Explorer, after all).
When I got the mouse, I did not install any drivers myself. I just connected the mouse and let Windows looks for and install proper drivers completely automatically. And since it works perfectly in the browser and my code editor, I figured the horizontal scroll function was working properly.
Is there perhaps some kind of thing that I need to do to make Excel recognize a horizontal scoll from the scrollwheel, or have I perhaps stumbled upon a bug?

Same story here. Horizontal scroll works in some apps, including browsers. But it does not work in OneNote 2010.

I bought a MS sculpt mobile mouse. Running win8.1. I installed the Sculpt mobile mouse when I first setup the mouse (download was from MS site) and everything was fine. However, my scroll wheel does not work on the following apps
The scroll works perfectly on internet pages. I set vertical scroll (under control panel, printers and hardware, mouse, wheel option) to scroll per screen. Horizontal scrolling seems to work in Excel. I have to scroll using the scroll bars in Excel instead
If anyone knew how to resolve this issue, pls reply.
So long as Office 2013 is the latest version, bugs in it should be fixed. Period.
It is just not a priority for Microsoft to fix this or it might be that fixing it breaks too many other things. Either way SOL. I have tired for hours to get this to work without any success. Maybe the next version will fix it (but I doubt it!)
