With today's OneNote for Mac update in the App Store (version 15.7.1), we've changed the minimum system requirements for OneNote to take advantage of the latest and greatest capabilities in Mac OS X Yosemite (10.10). Yosemite (10.10) is a free upgrade and is supported on the same hardware as Mavericks (10.9).
If you previously installed OneNote for Mac and are on OS X Mavericks (10.9), you can continue using the older version of OneNote for Mac, however in order to get today's update or any future OneNote updates, you must upgrade your OS to Yosemite 10.10 or later.

I think it is legal, but not safe. I'd prefer to get link to MS resource such as their Download Center.

Finally, I found some old copy of OneNote, installed....and it was updated to the latest Mavericks compatible version "15.4 (141113), © 2014 Microsoft Corporation. All rights reserved."
So, they still have it in Appstore.
But it is unavailable for new users for some reason, only as an update.
Dear Microsoft staff, please give us a link to older version of OneNote compatible with MacOs Mavericks in this conversation. This will close this problem for now.
When Apple will really fix all problems in Yosemite - users will move forward to latest versions. For now just give us older version as a workaround.

I'm really wondering what is so wonderful about Yosemite that MS dropped Mavericks compatibility and made it a requirement to use OneNote.
Seeing posts from people who work on Office, Office 2016 for Mac has moved to moving all Yosemite API and UI code for the sake of project simplicity. It also allows Microsoft to later enable features like Handoff at a later date. Microsoft had no desire to maintain multiple sets of UI code for Office 2016 at this time, so they picked Yosemite as a starting point.
And what is the problem ? Code and full release One Note for Maverick exist . Why can't I get it for me ?
PS That's why I don't love Microsoft. Microsoft not love users and users not love Microsoft.
