I can make even and odd pages have different footers, but I want page 4's to be different from page 2's and page 5's from page 3's.

To actually create a new footer for each page, you'll need a section break at the end of each page (and you'll have to unlink the relevant footers). But in what respect should footers be different? For example, if you want to include text from the page, you can format that text in a unique style and then make use of the STYLEREF field.

Link to Previous is greyed out if the document contains only one section. In order to unlink footers, you must insert section breaks.

Since you are not the OP, perhaps it would be helpful if you explained what content you want to change on every page. If it's just the page number, the PAGE field does that automatically. If there's text on the page that you want to reflect (a heading or dictionary-style first and last word), you can do this with a StyleRef field. Neither of these requires section breaks.

So if the "link to previous" is greyed out you will have the exact same footer on every page which effectively makes the footer COMPLETELY useless? Word 2013 must be total $#!+ then if such a simple option is unavailable for editing.

Link to previous is greyed out when there is only one section in the document or when you are in the first section.

Even with only one section, Word has three footers. Even with only one footer, that footer can be different on every page of the document, not only with respect to the page number, but as to content, using the StyleRef Field to link to content on the page.

There is much to complain about in Word, but this is not what you want to be complaining about. Do some reading.

Word headers and footers still work the same as they used to in Word 97. You have to explain in detail what you are trying to accomplish.
