I'm trying to find proofing tools for Office 2010 on MS site, but something is completely wrong. All the links now bring me to the Office 2013 options. Even the link "Download a Language Pack for Office 2010" on http://office.microsoft.com/en-us/language-packs/office-2013-language-options-FX102851176.aspx brings me to Office Language Pack 2013 page.
Actually I don't need the full language pack, I just need the spellchecker working for some languages (russian, estonian, some more). As I see it is possible to freely download such proofing tools for Office 2013, but they don't work with Office 2010.
What I show do and where I can them?

This problem has been reported to Microsoft, but there has been no response. I'll report it again.
But I'm unable to purchase this product because their credit card payment form expects me to be living in the US demanding that I fill in which state I live in and not allowing me to select another country of residence.

As Jay has pointed out, what you say about Office 2013 is true (language packs are free), but the OP has 2010, so we're attempting to provide an Office 2010 solution.
I think the link in Office 2010 probably did originally go to the right page, but that page was appropriated for Office 2013, and then a new page had to be created to replace (restore) the original 2010 page. This was done as a result of our intercession with the product team.
Indeed, this is frustrating and absurd. The article "Do I need a language pack or language interface pack?" at http://office.microsoft.com/en-us/onenote-help/do-i-need-a-language-pack-or-language-interface-pack-HA010354264.aspx says, "Or to buy a language pack, please go to Buy an Office 2013 language pack or Buy an Office 2010 language pack." And both those links go to the same page, for Office 2013.
FWIW, it appears that what you need is not the language pack but the Proofing Tools Kit, which includes proofing tools for all languages. If you google for Office 2010 Proofing Tools Kit, what you find from Microsoft is a series of service packs, but there are numerous sites that claim to offer the kit itself for download (free in most cases). Although I would view these sites with caution, there doesn't appear to be any official channel for getting this package.
