stdole32.tlb in Excel

I am running Windows 8, and I have just reinstalled Office 2007.  When I open Excel, I get a screen that shows stdole32.tlb and then office goes on to configure.  This happens each time I open up Excel.  How do I stop this?  I don't have the regedit function, that I used to have with prior versions of windows.

In addition to Chip's suggestions you may also follow the steps mentioned below and check if it helps:

Try the steps mentioned below and check if it helps resolve the issue:

Important: Ensure to back-up the registry before changing the registry keys:

http://windows.microsoft.com/en-us/windows7/Back-up-the-registry

·         Go to Run (press Windows+R key on the keyboard simultaneously) and type regedit

·         Navigate to the HKEY_CLASSES_ROOT > Excel.Chart.8

·         Right Click on key and select Permissions

·         In the Permission windows > click on Add tab and add Everyone

·         Once this is done, click on the Advanced tab > Owner > highlight Everyone > click on Apply and Ok

·         In the Permission > select Everyone > enable the check box for Full Control and Read then click on Apply and Ok

·         Click on F5 to refresh, this should create a new Sub key below Excel.Chart.8 called Protocol > right click on the key and repeat step 3 – 5.

·         Refresh again and follow the same sequence of steps to add permission to the following Sub keys StdFileEditing >Server.

·         Close the registry editor.

    Are the keys different in Win 10? My only computer had Win 8 and Office 2007 and took the Win 10 upgrade with no problems. BUT I had a warranty issue with the computer, a laptop, and it was replaced no charge with a new laptop that has Win 10 and the new Office 365 Trial, which I avoided. I did save my PST files for Outlook and still had a hell of a time getting it to look & work as it did on the defective laptop. For example, I have over 70 subfolders in Outlook and multiple e-mail accounts!

    All this time I have not used Excel on the new laptop and when I tried to open an xls or xlsx file, it tried opening it with the new version. When I tried seting Default programs to Excel 2007, it didn't list that option, not even on Choose/Use/Look for another program (whichever was the verbage Win 10 used) and it asks to look in the Store! I already have the program I want to use! I even tried setting it by Extensions, but I get an error. So I uninstalled the 365 Trial and went into Repair Mode on 2007 and then tried reopening 2007 and get the stdole.tlb error now!

    I don't use Word much, have not tried it yet, but the only workaround so far is put up with the error/reinstall wait, then leave Excel minimized... I can open other xls/xlsx files without the stdole.tlb error (I think.) I'm afraid to uninstall 2007 to reinstall everything again--it took me forever getting the correct font sizes, pst's, and personalization set. 

    What is the proper way to correct this in Win 10?

    Microsoft 2007 is no longer being supported by Microsoft.  I actually ended up taking it to a shop and was happy I did.  Yes, it isn't that simple to download your contacts and calendar and then reinstall 2007 and upload all.  I've done it before but Win 10 is a true obstacle.  Luckily the guys I took my computer to were able to fix the issue. (Because my then I was getting a black screen and other issues on my brand new desktop PC - so frustrating).   I sure recommend them - we live on the central coast of CA.  LMK if you want their number.

    I had no luck with any of the instructions posted here. I finally backed up my necessary info onto an external hard drive, uninstalled my Microsoft 2007 Office, and then re-installed it again. I've not had any problems since. I actually did not lose ANYthing. In fact my Command Ribbons all stayed the way I had them fixed.
