What reference? Do you mean the graph in the Design Tab? That graph has limited functionalities and it's quite hard to use. I'm looking for the Pivot Chart in the Create Form menu, which is easy to use.

Graphs still work, it's Pivot tables that are gone. If you are having problem perhaps you should check your References.
The same problem I'm facing too... I upgraded my Office 2010 to 2013 just now. When I open my database, which we use in our company, all graphs in Forms and Reports are gone. I thought an "UPGRADE" would give us new ways to integrate graph in Access. We want a graph in Access itself not in Excel.
They are gone but thank you for pointing that out. I will send it off to the powers that be!
