Hi Michael,

My problem was solved after restarting/starting SOFTWARE PROTECTION service in windows 8, that service was stopped and its behaviour was Automatic(Delayed Start). So i just start that service and error gone. YOu try this as well.

I'm having the same problem on my surface RT. I ran into a problem with Windows 8.1 and had to go for a full reset. After resetting the machine back to Windows 8 and going through all updates, I'm now unable to use any Office app. The procedure above makes no difference. Message errors:

    • Microsoft Setup Bootstrapper had stopped working

    - Microsoft office can't find your license for this application. a repair attempt was unsuccessful or was cancelled.

That sounds great. I can't find how to do that though.

It's August 13, 2015. I upgraded from Windows 8.1 to 10 a few days ago and had to reinstall Office 365. Ever since I've been having a problem with Office not asking me to activate but not allowing me to do so. I don't understand why I have to activate a program I've had for more than 2 years (started with Windows 7). I still have a desktop running Windows 7 and I have absolutely no issues on that PC. Is this another Microsoft screw up? Before the upgrade I had no issues with Office 365 home. I even had a Microsoft Tech call me the other day but when he called Outlook, which was giving me the problem, had miracously started working ok. Now it's back on the fritz again and this time it's not just Outlook but all the programs! HEAR ME MICROSOFT! I AM SICK AND TIRED OF THE SCREW UPS EVERY TIME I UPGRADE YOUR SOFTWARE! I AM NOT GOING TO RENEW MY 365 SUBSCRIPTION AND THE NEXT PC I BUY WILL NOT BE WINDOWS BASED! FURTHERMORE, I WANT TO BE REIMBURSED FOR LOST TIME USING MY SUBSCRIPTION!

I can see that the service is in a state 'stopping' which is why the boxes are greyed out.

the fact that it is 'stopping' and not 'running' is why the licence is unable to be validated.

still doesn't answer why it does this though :(
