Howdy. After spending hours and hours online looking for a fix - trying the fixes offered time and time again, repairing with the disk, I am still not having any success fixing this error message.
Issue: Just installed Micro Office 2010 on my Windows 7 Ultimate 64-bit. As a faculty member I had purchased the single license version of Professional from my school (shouldn't be an issue). All other Micro Office programs seems to be functioning properly. However, Excel will only open files from within the program - I cannot click the files and open them. Even if I save a new file that I create - I still cannot open it from outside.
Yes, I have checked that the Ignore Programs option is unchecked.
Yes, I am not running any add-ins.
Please help. Am at wits' end :(

Try the following steps:
Right click on Excel (.exe) > Properties > Compatibility > uncheck all the boxes
To access Excel (.exe), open the following location:
Windows 7 32bit: C:\Program Files\Microsoft Office\Office14
Windows 7 64bit: C:\Program Files(x86)\Microsoft Office\Office14
I have just got rid of the problem.
i've got MS-Excel 64 bit.
I had turned ON the advanced option:
(File/Options -> Advanced -> General ->)
Ignore other applications that use Dynamic Data Exchange (DDE)
I did that to get rid of the
cannot use object linking and embedding
error when starting Excel.
I consequently found that the problem with this error was that something had changed the DCOM User to my account instead of the launching User
(Component services\Computers\Mycomputer\DComConfig\Microsoft Excel Application-> Properties (right click) -> Identity (tab) change this user to the launching user)
When I did that cannot use object linking and embedding was gone, but
There was a Problem sending the command to the program
was shown up each time I tried to double click an Excel file.
Finally I turned
Ignore other applications that use Dynamic Data Exchange (DDE)
back ON
and now everything seems to be fine!

Hello to all, this one will happened too(most often)if your account have no needed permissions in excel.exe "properties-security/Account name"
I must be the only person who hasn't had this fixed. I am running
- Windows 7 Home Premium SP1 64-bit
- MS Office Home and Business 2010 (Excel v14.0.7140.5002)
I have run through the following previously suggested ideas...
- In properties > compatibility > Nothing it ticked
- The "Ignore other applications...." was unticked so I ticked it closed excel, opened excel, unticked it...
- I've uninstalled Office, restarted, cleaned the registry, reinstalled Office
- Created a new local profile
- Checked for add-in's under "Com Add-ins" (there are none)
- I have run the "Fix-It" tool...
- I have run an office repair through control panel > Programs & Features
- I have ensured that the "Open With" is linked correctly to Excel.
But I continue to get the error the same error in ALL of the above scenario's.
I also get the same error when I try to open a word document directly from the file.
Anything else to try other than reformatting my boot SSD ?
Like you I've been having the same issue, at work, where none of the 'fixes' work. I'd just built a laptop using a new build and the problem was occurring straight way.
In the end I copied an Excel document to the root of C: (to make it easier to launch), and just ran a excel.exe c:\filename command and the file opened as it should.
From that it looked as though the call command in the registry, for Excel, could be wrong. I went into the registry and searched for excel.exe and most of the results came back as "C:\PROGRA~1\MIF5BA~1\Office14\EXCEL.EXE, whereas you'd expect it to be C:\PROGRA~1\MICROS~1\Office 14\EXCEL.EXE, so it looked like it was attempting to start Excel from wrong location - even though it does actually load Excel.
I went through modifying the links but it didn't work / I probably typed something wrong so it was still calling from the wrong location. After using the Microsoft FIXIT and completely uninstalling, after re-installing, it was still pointing to the MIF5BA~1 folder in the registry. I used an old build pen to rebuild. After rebuilding and checking the registry all the Office entries are pointing to c:\progra~1\micros~1 as they should and Excel is working.
Ok, it's not a 'fix' but it'll be worth checking the registry to see if it's trying to call Office documents from the correct location.. it'll be a start to finding a solution.
Because of the amount of machines we could have out, with this issue, our SCCM guy spoke to Microsoft. They've advised to try KB2927019. Tested it on two machines which worked first time.
