Howdy. After spending hours and hours online looking for a fix - trying the fixes offered time and time again, repairing with the disk, I am still not having any success fixing this error message.
Issue: Just installed Micro Office 2010 on my Windows 7 Ultimate 64-bit. As a faculty member I had purchased the single license version of Professional from my school (shouldn't be an issue). All other Micro Office programs seems to be functioning properly. However, Excel will only open files from within the program - I cannot click the files and open them. Even if I save a new file that I create - I still cannot open it from outside.
Yes, I have checked that the Ignore Programs option is unchecked.
Yes, I am not running any add-ins.
Please help. Am at wits' end :(

Try the following steps:
Right click on Excel (.exe) > Properties > Compatibility > uncheck all the boxes
To access Excel (.exe), open the following location:
Windows 7 32bit: C:\Program Files\Microsoft Office\Office14
Windows 7 64bit: C:\Program Files(x86)\Microsoft Office\Office14
I have just got rid of the problem.
i've got MS-Excel 64 bit.
I had turned ON the advanced option:
(File/Options -> Advanced -> General ->)
Ignore other applications that use Dynamic Data Exchange (DDE)
I did that to get rid of the
cannot use object linking and embedding
error when starting Excel.
I consequently found that the problem with this error was that something had changed the DCOM User to my account instead of the launching User
(Component services\Computers\Mycomputer\DComConfig\Microsoft Excel Application-> Properties (right click) -> Identity (tab) change this user to the launching user)
When I did that cannot use object linking and embedding was gone, but
There was a Problem sending the command to the program
was shown up each time I tried to double click an Excel file.
Finally I turned
Ignore other applications that use Dynamic Data Exchange (DDE)
back ON
and now everything seems to be fine!

Too complicated for me. I have the problem when I try to open Word in Office 2007. I have Windows 8.1. I am going to reinstall the program. If that doesn't work I will go to HP because I have a Care package with them. They can go in remotely and fix it. I have to say Microsoft is getting way off base with their newer software. It shouldn't take a tech expert to have to fix these problems but it is getting more and more like that. Us moderately skilled, like myself and low skilled are taken for a ride with repairs on Microsoft Windows 8.1 and Office programs.
Because of the amount of machines we could have out, with this issue, our SCCM guy spoke to Microsoft. They've advised to try KB2927019. Tested it on two machines which worked first time.
