Howdy. After spending hours and hours online looking for a fix - trying the fixes offered time and time again, repairing with the disk, I am still not having any success fixing this error message.
Issue: Just installed Micro Office 2010 on my Windows 7 Ultimate 64-bit. As a faculty member I had purchased the single license version of Professional from my school (shouldn't be an issue). All other Micro Office programs seems to be functioning properly. However, Excel will only open files from within the program - I cannot click the files and open them. Even if I save a new file that I create - I still cannot open it from outside.
Yes, I have checked that the Ignore Programs option is unchecked.
Yes, I am not running any add-ins.
Please help. Am at wits' end :(

Try the following steps:
Right click on Excel (.exe) > Properties > Compatibility > uncheck all the boxes
To access Excel (.exe), open the following location:
Windows 7 32bit: C:\Program Files\Microsoft Office\Office14
Windows 7 64bit: C:\Program Files(x86)\Microsoft Office\Office14
I have just got rid of the problem.
i've got MS-Excel 64 bit.
I had turned ON the advanced option:
(File/Options -> Advanced -> General ->)
Ignore other applications that use Dynamic Data Exchange (DDE)
I did that to get rid of the
cannot use object linking and embedding
error when starting Excel.
I consequently found that the problem with this error was that something had changed the DCOM User to my account instead of the launching User
(Component services\Computers\Mycomputer\DComConfig\Microsoft Excel Application-> Properties (right click) -> Identity (tab) change this user to the launching user)
When I did that cannot use object linking and embedding was gone, but
There was a Problem sending the command to the program
was shown up each time I tried to double click an Excel file.
Finally I turned
Ignore other applications that use Dynamic Data Exchange (DDE)
back ON
and now everything seems to be fine!

I was at the same point but I finally figured it out. Go into your registry Editor
HKEY_CLASSES_ROOT\Excel.Sheet.8\shell\Open\command
And
HKEY_CLASSES_ROOT\Excel.Sheet.12\shell\Open\command
If there is anything else besides default you can delete them.

When you are done and you try to open an excel spreadsheet you will have to tell it what program to open it with select Browse and make sure you select Always Use the selected program and navigate to where his Excel.exe is. Mine is in C:\Program Files (x86)\Microsoft Office\Office14.
I also noticed I had an the same issue when I tried to open .CSV files. I did the exact same thing to HKEY_CLASSES_ROOT\Excel.CSV\shell\Open\command. I now have no issues at all with Excel.
I had to enable Ignore other programs that use DDE so I could run a mail merge in Word 2013 using Excel 2013. This "There was a Problem sending the command to the program" Error had NOT shown up before when I ran mail mergesI guess the same testers were used for 2013 as for Windows 10.
