Howdy. After spending hours and hours online looking for a fix - trying the fixes offered time and time again, repairing with the disk, I am still not having any success fixing this error message.
Issue: Just installed Micro Office 2010 on my Windows 7 Ultimate 64-bit. As a faculty member I had purchased the single license version of Professional from my school (shouldn't be an issue). All other Micro Office programs seems to be functioning properly. However, Excel will only open files from within the program - I cannot click the files and open them. Even if I save a new file that I create - I still cannot open it from outside.
Yes, I have checked that the Ignore Programs option is unchecked.
Yes, I am not running any add-ins.
Please help. Am at wits' end :(

Try the following steps:
Right click on Excel (.exe) > Properties > Compatibility > uncheck all the boxes
To access Excel (.exe), open the following location:
Windows 7 32bit: C:\Program Files\Microsoft Office\Office14
Windows 7 64bit: C:\Program Files(x86)\Microsoft Office\Office14
I have just got rid of the problem.
i've got MS-Excel 64 bit.
I had turned ON the advanced option:
(File/Options -> Advanced -> General ->)
Ignore other applications that use Dynamic Data Exchange (DDE)
I did that to get rid of the
cannot use object linking and embedding
error when starting Excel.
I consequently found that the problem with this error was that something had changed the DCOM User to my account instead of the launching User
(Component services\Computers\Mycomputer\DComConfig\Microsoft Excel Application-> Properties (right click) -> Identity (tab) change this user to the launching user)
When I did that cannot use object linking and embedding was gone, but
There was a Problem sending the command to the program
was shown up each time I tried to double click an Excel file.
Finally I turned
Ignore other applications that use Dynamic Data Exchange (DDE)
back ON
and now everything seems to be fine!

Just FYI on issues even when the "Ignore other applications that use Dynamic Data Exchange (DDE)" is unchecked.
Checkbox "run as administrator" in the compatibility tab of the shortcut for excel or on the excel.exe:
A) DDE (Dynamic Data Exchange) only functions when "run as administrator" is ON. DDE is seen as a poor security process.
B) "Auto double -click open file" only functions when "run as administrator" is OFF.
Notes:
If the check-box "run as administrator" in the compatibility tab of the shortcut for excel or on the excel.exe then you cannot double click excel files and have them auto-open. You will get a message box "There was a problem sending the command to the program."
Programs ran as an administrator in windows 7 have stronger security that keeps it safer than earlier OSs because they have found administrators can do more to 'break you machine'. This why we have the UAC prompts now when asking to open a program as administrator.
To wrap this up:
I continually use DDE in the automation field and continually have to check and un-check the "run as administrator" check-box when needing to use DDE.
Other programs running as services (same type situation) are no longer accessible from the windows session you are working in since windows 7. Many now have client applications that open in the user session and communicate to the service through secure channels. Even some of those clients now employ encryption for that link just like logging into a web page. Some even have created that client as a webpage.
There may be a way to have it all at the same time although I have not pursued it.
