I've discovered a couple of bugs with Excel Conditional formatting that have been confirmed by others, but other than people knowing people (who know people) who work at Microsoft there doesn't seem to be any forum, website, email address etc. for John Q. Public to report issues with a product. I'm not talking about complaining about missing features etc., I'm talking about "broken" features.
Anybody insights?

What Microsoft do seem to excel at is providing a half finished product and then making it difficult to report issues. If you do post an issue on MSDN that is a potential bug they prefer to gloss over it than ensure their product is working as it should
Microsoft has very large user base, so they gauge what's important. If you encountered a bug that does not affect some sizable audience, they won't be spending time to fix it. I know some bugs in Notepad, and even reported them years ago, but they are ignored.
The process of their decision-making what to fix has very little to do with these forums. It looks that these forums serve primarily to evaluate their affiliates, such as MVP's and also offshored support reps, and that evaluation probably goes by the number of posts - which is why whenever you see here a reply from one of these two categories, it's practically guaranteed to be very polite, very professionally-sounding, and completely useless, irrelevant, and misguided.
