How do you report a product bug to Microsoft?

I've discovered a couple of bugs with Excel Conditional formatting that have been confirmed by others, but other than people knowing people (who know people) who work at Microsoft there doesn't seem to be any forum, website, email address etc. for John Q. Public to report issues with a product. I'm not talking about complaining about missing features etc., I'm talking about "broken" features.

Anybody insights?

    I posted on MS about a MS employee who I was talking to about a potential security problem with the MS website for account recovery that it could be an exploit and I was having account error page problems while processing my recovery. I explained to him that for the past almost 2 years, that no one has offered to help nor direct me to the right people that deal with Script errors on the site, and he said,

     "why don't I just hack Microsoft.com and fix the problem myself."

    He then called me a loser and disconnected chat with me. I had no way to save this conversation and a copy of the chat wasn't emailed to me like in the past when I talked via Chatbox  on the web to Microsoft employees. 

    With attitudes like this, I can see why there are so many bugs in Windows. I have two bugs that I have reported long before Windows 10 came out and yet, in windows 8.1 they are not fixed. And windows 10 was so unstable, I stopped using it. 

    I consider this a security issue. When I drag an icon from the IE's Omni box and place it in a folder, Windows in the past, used to make Link.  Now IE, not only makes a link, but it launches it from the folder when you drag and drop it from IE. Note, If I use Chrome or FIrefox, this doesn't happen. From this, I suspect maybe a flaw in IE or IE in conduction with Windows. Regardless, it is annoying and is not conducive with working on a computer.

    Another bug, When I am in Windows 8.1 Using IE, and I move the cursor around with either the mouse or arrows keys, to delete or insert a character, Windows switches over to TYPE-OVER-MODE, and really screws up what I am writing, thus, this is not conducive  too, thus slowing you down in progress.   I do not get this problem on LINUX or MAC.

    The Search People bar in the ribbon of Outlook 2013 from Office 365 Business Premium is totally useless.

    I don't know where it searches, but it certainly doesn't search Contacts. 

    There have been issued two hotfixes for this problem in Outlook 2013. I'm talking about https://support.microsoft.com/en-in/kb/2956170 and https://support.microsoft.com/en-in/kb/2956151

    BUT, unfortunately, these both do not apply for the Office 365 Outlook 2013 version.  

    Meanwhile, this problem remains and it's very frustrating to have spent so much time in this broken piece of software engineering.

    Yes, that's what it is.

    By the way, I hope a microsoft MVP reads this and does something with it.
