Somehow,.... I don't know how, my "linked Notes" window has started to dock on top of my screen. It cannot be moved, sized, or otherwise adjusted. I've checked the "dock new sidenotes to the side of the desktop" in the options. I've seen a few other people mention this problem of locating the docking window, but so far no answers.

I had the same problem. Dragging the top bar to the right side of the screen while it's docked does the trick. It doesn't look like you are dragging it when you are doing it, but when you release it at the side of the screen, OneNote readjusts to a right-side docked position.
Can anyone help me?
I have spent the whole afternoon trying to get access to my notes after following Ruchi's "clear the cache" advice and nothing is working. The document was originally created on my Live.com account (SkyDrive) using the OneNote program on my iPad. I then set up my laptop to access the same notes and everything was working OK. The next day, I set up my office workstation to use the SkyDrive folder and spent several hours consolidating all my notes to the OneNote application.
When I was working with and testing the OneNote app on my Win7 workstation, the window was docked on the right side of monitor #1. Sometime later I was moving things around and it got docked on the top and I couldn't get it to move so I did a Google and came to this thread, followed the expert's stupid advice without reading the complete thread and now everything is lost on my office workstation.
OneNote looked promising. Surely there is a way to tell it how to get back to the Skydrive notes. I can see and open the notes using IE and FF so they are still there... just not available to the Win7 workstation MS Office OneNote application.
Maybe I will just do all my note taking on the iPad. <shrug>

Logged in successfully to Live.com and opened Skydrive folder
Following the above instructions and get the following:
Cannot open "Personal (Web)" in OneNote
To open this notebook, your computer must be running a supported version of Microsoft OneNote and a browser that supports opening files directly from SkyDrive.
I had not tried opening from SkyDrive because everything was working OK before I followed the instructions to clear the cache, so I don't know if there is a configuration issue with IE8. It works fine for other things and Win7 has been working fine for a year or so.

Since you speak about live.com I assume you created your Notebooks on Skydrive.
So use your browser and open your Skydrive folder(s). Goto one of your notebooks, open it in the Office Web App and then click "Open in Onenote".
On a computer where Onenote is installed.

If you can tell me in new user terms how to do this then that would help. I don't know where or how the information is stored. I set up a live.com account and had my iPad and my laptop syncing OK.
