Account blocked, phone number verification not working

My Microsoft account got blocked earlier this week as unusual activity was detected. When I try to verify my account, the only options available to me are a security code sent to my phone number or the account recovery form. For whatever reason, if I try the phone verification method I get the error message saying 'That verification method isn't working right now. Please try another method.'.

This is very frustrating, I want to change the phone number. the account recovery form several times with as much detail as it would let me put in, and that still doesn't work. All my important emails are in this account and I really need to recover them, but nothing seems to work!

This is very frustrating as the number still works and I can still change my password through the 'Forgot password' button. Doing this sends me a message with a security code to the same number so I know it can work. I have also tried the account recovery form several times with as much detail as it would let me put in, and that still doesn't work. All my important emails are in this account and I really need to recover them, but nothing seems to work!
