Just as the title says, this began for the first time this morning. My Outlook webpage will refresh within seconds of opening any emails with attachments or opening up a new email to write regardless of email account or browser. I've tried on Microsoft Edge, Firefox, and my main browser, Chrome, to no avail. Have not found any solutions including clearing browsing history/cache/cookies, disabling any and all extensions, and even removing extensions from my browser entirely. I've also reset my password twice, restarted my computer, and don't know what to do from here.

I have a counselor here that is having this issue. My fix for her for now is to use the application (as opposed to the web app) for now while this is being sorted out. She, for now, is the only one to have reported the issue and I've been unable to recreate the same issue with my own account. I've tried multiple browsers, firefox, vivaldi, and chrome (though most staff just use chrome).
Adding '365' to the url doesn't seem to do anything as it just reloads to outlook.office anyway.
For anyone interested, I found a permanent fix. I ditched all Microsoft products.
I was already using Nextcloud for everything related to office suite (Word, Excel, PDF) and file hosting / sharing so this might not be an easy option for someone "deep" into Microsoft. I assure you it's worth it though!
Fastmail replaces calendars, contacts and e-mails.
As a bonus, the whole thing costs about half the price of Microsoft's solution. It did take a good 2 hours of work to change the DNS entries and reconfigure the mailboxes but it was refreshing to speak with support that actually cares and is competent. They have scripts for importing your data over so that part is really simple.
I know it's not an option for many, but even if it helps a single person, that'll be that. As the saying goes, put your money where your mouth is.
I have the problem only in Chrome. Web-based Outlook works fine when I use Edge, but not in Chrome, it won't let me respond to emails or compose new ones. I've updated Google Chrome, deleted Google Chrome and reinstalled, completely shut down the laptop, cleared cache and cookies....nothing has helped. But it's fine if I use Edge. Huh.
I have the same issue this morning. ANY compose window instantly refreshes Chrome, which is 100% up to date including OSX. Extreemly frustrating I cannot write any emails in my business account today. I have Office360 through GoDaddy and installed the native OSX app and it says my license doesn't include the app, I HAVE to use the web. So I'm completely stuck. Microsoft SUCKS
