    1. I want to use email *** Email address is removed for privacy *** in outlook it was being used

    but went off line

    1. Are you referring to an outlook.com account which you once used but has apparently been closed?
    2. Are you seeing this message when you try to recreate the account?
    3. Is it possible that this is what has happened?

    If you have, at any point. gone for a year without signing in to the account, it was closed and cannot be recovered.

    When you go to https://outlook.live.com  enter the address then click on Next, do you see a message like this account doesn't exist?
