It's unbelievable to me that this functionality doesn't exist in New Outlook.

I just came on to the Microsoft hosting for my work emails. I have my emails from the previous hosting as a pst file. The new outlook is not showing me an option to import these into my account

I'm curious, is your mailbox also hosted on Microsoft Exchange cloud hosting service?
I think so - standard outlook account.
I'm not sure about that. I have two Outlook.com accounts, an E3, an E5, and three IMAP accounts in Outlook New, I have the Outlook Data Files selection, and I can verify it works for me. Do you have an Outlook.com account?
I do have outlook.com but not connected to Outlook (new) app. I'm using the app to open work mailbox (custom domain name hosted on Exchange plan 1 service).
