I just came on to the Microsoft hosting for my work emails. I have my emails from the previous hosting as a pst file. The new outlook is not showing me an option to import these into my account

I use the desktop outlook. I assumed the "NEW" and unimproved version was using the classic .pst file as the date of the .pst file was changing (I believe now that was because I was switching back to classic and the date was changing even though I could not log in.

So, if it is true that it is not using the .pst and therefore my folders will not be imported to the "NEW" system. Then I need to figure out HOW THE F&&& your update broke my classic version.

And is this because I have refused to update to windows 11 so microsoft is punishing me?

Based on my experience today (February 21, 2025) it depends on how you install Microsoft 365. First you have to download for offline installation, not whatever it wants to do from your browser. Then it looks like if you download it for offline installation, there are three different Setup files you can choose. The first one presented installs only Outlook (new). But if you look into the Folder, there are two others and one of them installed both Outlook (new) and Outlook (classic) for me.

Would it be possible for you to temporarily add your Outlook.com account to Outlook New? You have Outlook Classic 2016 installed, it should supply anything necessary to open a .PST file, so I doubt that not having M365 installed has anything to do with it. If you add it and get the same results, please let me know so I can bounce it off the engineering folks. Thanks!!
