How to login to Outlook when you still got the "Too Many Request" message?

Hello there, I couldn't login to my email on the Outlook website or on my smartphone. I never log out of my email on my smartphone and computer, but it's logged out. When I tried to login, I got the message "Too Many Requests" on my smartphone and computer. May you help me so I can login to my email account? I've changed my password, but still couldn't login.

    Microsoft, shame on you! I tried all the suggestions listed here and the only one that worked was hinted at in an earlier reply: try logging in using the Edge browser. That's right, no other browser would let me log in, only Edge. Nothing else about my account or system changed in the meantime, and no time had passed since my other attempts. If MS is going to force us to use their browser to log in, the least they could do is give us a meaningful error message that tells us so.

    Good plan!

    I have no idea what is wrong with MS, but evidently they have more pressing things to do, like fire middle managers and increase the span of control for managers who could not possibly keep up with their people and their work.

    Well, in corporate life, I have found that the pendulum swings one way then the other and then back again, much to the detriment of people who are actually trying to do the work they were assigned.

    As for this hot mess, it started again lately for me.

    What I do?

    I hit the refresh circle arrow several times until I get to my mail after logging in. I have also found that entering my username and waiting a minute and then my password and waiting a minute before logging in helps SOMETIMES.

    Obviously, not sure this will work for anyone else, but it is easy to try. FYI, I am using Windows 7 Pro and refuse to update to anything else. All I do is email--I am retired--and have no interest in paying them any money for anything.

    The "how come" is a mystery.

    Evidently, MS management is so busy firing middle managers and increasing the span of control for executives--they would actually have to work and have to get to know the people who work for them, which they don't have time for given so many useless meetings--that they just can't prioritize this issue.

    What I do, and I am only speaking for myself, is to keep selecting the refresh (circular arrow) until I can log in. Sometimes it works after 3 times, sometimes after 10.

    I have occasionally had to shut down/restart, but not often.

    I plan on calling my ISP this week to ask them what is going on.

    My guess is if MS wanted to fix this, they would. After all, it is THEIR software I think...

    'Nuff said.

    Classic junk response as if the client should remedy a problem CREATED BY THE SMART FOLKS AT OUTLOOK, FOOLING WITH THE KNOBS, AGAIN. ON CUTESY CRAAAP-OLA NO LESS!

    It's abundantly clear by the looks of the login page, the error is on the side of Outlook, not client based.

    Frankly, I'm fed up with this lame notion of silly long winded responses like the above that DO NOTHING to remedy what is am OBVIOUS self inflicted problem by Outlook.

    The "new" login that repeatedly flips back to going for a "new" account and then goes into an endless loop of REFUSING the login info with a stupid "too many requests" nag??? Really?

    First login and "too many requests"??? Liar-liars! Shut it.

    FIX THE PROBLEM YOU CREATED!
