How to login to Outlook when you still got the "Too Many Request" message?

Hello there, I couldn't login to my email on the Outlook website or on my smartphone. I never log out of my email on my smartphone and computer, but it's logged out. When I tried to login, I got the message "Too Many Requests" on my smartphone and computer. May you help me so I can login to my email account? I've changed my password, but still couldn't login.

    Hi guys. Since Microsoft just DOESN'T CARE enough to try to fix this problem, I have found a workaround that might also work for you.
    Try to log in in another microsoft website, like for example:

    https://support.microsoft.com/en-US/home/contact

    And then, when you try outlook.com you might get to access your mailbox. Hope this helps

    This has been going on for days. I can get to my email on my phone but big deal when I need to download and print an email. The two step identification doesn't work because my second step is a landline, so no text. Why should I click on to notify me when someone responds? Sending me an email when I can't get it?

    Welcome to Microsoft community.

    I am sorry to hear that you are experiencing outlook login issues, the "Too Many Requests" error you’re encountering on Outlook typically indicates that there have been too many login attempts made in a short period of time, which can temporarily lock you out to protect your account. I suggest you try the following to combat the problem:

    1, Since this is a temporary restriction, wait for a short period of time (usually 15-30 minutes) before trying to log in again. Avoid making multiple login attempts during this timeframe.

    2, Open a web browser in incognito or private browsing mode. This mode doesn’t use your cached data and may help you bypass the issue. In the meantime, you should stop using the mobile version of outlook for the time being, because the phone's cache will keep trying to log in to the link causing the account to be locked out. It is best to uninstall the phone app first and then reinstall and download the app when the account is back to normal!

    Worst case scenario,if your account is locked and you don't have any available way to unlock it, it is recommended that you fill out the recovery form to respond to the account. To access the account recovery form, click here: Recover Your Account (Recover your account (live.com)), I suggest that you take your time to provide the necessary information, as this is critical to recovering the account.  The secret to pass the validation process is to fill in as much information as possible on the form, the more detailed information you provided, the higher likelihood of getting your account back! You can do this on a computer that you used to log on to regularly, and you can fill in your purchase history and credit card information, including associated game accounts, etc., all of which can greatly increase your probability of passing the verification process. You can submit the recovery form an unlimited number of times, up to a maximum of two times per day, whichever is the most recent.  

     Usually after you performed an account recovery operation, it may take some time to see the results.   

     Important: The account recovery form can only be used if two-step verification is not enabled.   

    If you still cannot access your account through fill recovery form, I suggest you contact our online agent to check the account status for you. Since the community forum is a public community, in order to protect user privacy information, we cannot access any user privacy information and relevant data, so, I can't query your account directly for you, but I can point you in the right direction.     

    Specific steps required to contact an online agent:     

    1.       After entering Contact - Microsoft Support, enter "Account Issues" in the search box     

    2.       Click Sign in and contact support at the bottom of the page.     

    3.       Sign in with your Microsoft account.     

    4.       Under Products & Services, select Microsoft 365 and Office Options.     

    5.       Under Categories, select Manage Account Security.     

    6.       Click "Chat with a support agent." Then fill in the contact information where the online agent can contact you.

    I had this problem for the first time today when trying to log-in to my Hotmail account on my home computer. Logging-in requires me to log-in to my Microsoft account & that is 'protected' by a code being sent to me on my mobile phone.

    All proceeded OK until I tried to enter the code supplied to me by Microsoft via my mobile phone. On entering the code on my computer I got the "Too Many Requests" message & could go no further.

    Looking for help I went onto the "Contact - Microsoft Support" page & basically got nowhere because this paricular error wasn't recognised by the automated sysems used by Microsoft support.

    To try & get further help I saw the "sign-in" icon on the top left of the page & decided to try that route.

    No problem - I signed into my Microsoft Account as usual, including entering the code sent to me by Microsoft.

    As I was then signed-in, I could access my Hotmail account with no further problems.

    OK, so what happened? No idea - could just be the server was no longer so busy, but I just don't buy that. Could be that using a different system/software got round a basic "bug" in the current Outlook software - yep, that seems more likely to me.

    Getting the same, trying to setup a personal account for someone to transfer their Authenticator backup to a new phone. I put in the code it emailed, the login looped and asked for it again, then on the second code input I get "Too Many Requests". Judging by the dates of the replies, this glitch is starting up again and Microsoft's MFA is broken.
