AGAIN, this issue has returned, and the previous work arounds don't work either.
This site is a message board, you need to contact MS directly to get this resolved.
I contacted Support, and they say they can't fix because the issue is on the server, so MS has to fix it.
Go into your Outlook app and select Help >Feedback > Report a Problem.
The problem is: Image sizing handles do not work, and images can no longer be resized when pasted in a message body.
Hoping they get flooded with these reports and the issue is resolved quickly.
SOLUTION 1 (09 20 2024):
Paste image into a MS Word document, where the resizing handles work, size the image then clip & paste it into the message.

I received another work around from Anthony in a post on this board . . .
Clip image >"Save As" onto hard drive> go to Outlook> select Insert>select picture> browse to location image is stored> select image and insert into message> At this point you have 1 chance to size it with the sizing handles, after that the sizing handles no longer work.

Outlook isn't letting me resize an image. Used to click on the pasted image and drag the corner to size.

Now to resize an image
1. Click to the right in a blank area so the image is NOT selected
2. Hold Shift Key down and then hit the Left Arrow Key and the resize handles will appear

This is STILL AN ISSUE only now it is worse. The "Picture Format" tab is no longer there. There is literally ZERO WAYS to reformat an image. None of the suggested work arounds listed here WORK. Two enthusiastic thumbs down.

Why would you remove this feature?
I've had to start using Gmail, which retains this function, and stop using Outlook in Edge.
Maybe I should switch to Chrome in order to make it easier for Google to get the first bite of all my personal data instead of Microsoft.
