I already contacted MS support, but I just wanted to post this, since the issue is not only my problem.

AGAIN, this issue has returned, and the previous work arounds don't work either.
This site is a message board, you need to contact MS directly to get this resolved.
I contacted Support, and they say they can't fix because the issue is on the server, so MS has to fix it.
Go into your Outlook app and select Help >Feedback > Report a Problem.
The problem is: Image sizing handles do not work, and images can no longer be resized when pasted in a message body.
Hoping they get flooded with these reports and the issue is resolved quickly.
SOLUTION 1 (09 20 2024):
Paste image into a MS Word document, where the resizing handles work, size the image then clip & paste it into the message.
SOLUTION 2 (09 20 2024):
I received another work around from Anthony in a post on this board . . .
Clip image >"Save As" onto hard drive> go to Outlook> select Insert>select picture> browse to location image is stored> select image and insert into message> At this point you have 1 chance to size it with the sizing handles, after that the sizing handles no longer work.

Outlook isn't letting me resize an image. Used to click on the pasted image and drag the corner to size.

SOLUTION:
Now to resize an image
1. Click to the right in a blank area so the image is NOT selected
2. Hold Shift Key down and then hit the Left Arrow Key and the resize handles will appear

This issue has returned for me as well. This is very frustrating as I do not want to paste full size images that take a lot of real estate within the body of the email.
Worse is that You are also unable to change the size through upper menu.
Last month, when this feature was not working I could at least use RMB nad select picture size to MEDIUM or SMALL.
Not it's also gone.........

The solution you posted does not work for me, I see this has been getting a lot of attention from people having the same issue. The workaround that has been working for me is to use Insert>Picture and place the image that way, then handles will appear ONCE to resize the image, after that I haven't been able to get the handles back.
If that works for you as well maybe you could add it to your solution updates. Thanks
You are correct. The work arounds were posted a couple of months ago to help everyone until MS could issue and update to fix the problem. They did that and everything was back to normal, then all of sudden they changed something again and we're back to square one with no solutions.
You're work around does work for me, though it takes 7 steps to get there. Instead of 2 steps, clipping and pasting.

It's better than nothing at all so, I will add your solution to my post. I just hope they fix this FAST.
