UPDATE 09.20.2024
AGAIN, this issue has returned, and the previous work arounds don't work either.
This site is a message board, you need to contact MS directly to get this resolved.
I contacted Support, and they say they can't fix because the issue is on the server, so MS has to fix it.
Go into your Outlook app and select Help >Feedback > Report a Problem.
The problem is: Image sizing handles do not work, and images can no longer be resized when pasted in a message body.
Hoping they get flooded with these reports and the issue is resolved quickly.
SOLUTION 1 (09 20 2024):
Paste image into a MS Word document, where the resizing handles work, size the image then clip & paste it into the message.
SOLUTION 2 (09 20 2024):
I received another work around from Anthony in a post on this board . . .
Clip image >"Save As" onto hard drive> go to Outlook> select Insert>select picture> browse to location image is stored> select image and insert into message> At this point you have 1 chance to size it with the sizing handles, after that the sizing handles no longer work.
ORIGINAL POST 07 24 2024:
Outlook isn't letting me resize an image. Used to click on the pasted image and drag the corner to size.
Outlook for Windows version 1.2024.717.400 (Production)
SOLUTION:
Now to resize an image
1. Click to the right in a blank area so the image is NOT selected
2. Hold Shift Key down and then hit the Left Arrow Key and the resize handles will appear

Thank you. I can confirm the current latest version has this bug fixed.
You have Microsoft Outlook Version 1.2024.916.200 (Production). Client Version is 20240913004.17.WebView2 Version is 129.0.2792.52.
I didn't have to do force update though, it auto updated itself.
If you force your Outlook (New) Windows App to update, then with the new Build it will work

With the highlighter version the controls are back
I think they are trying to fix the bug - briefly yesterday I could resize, but it then continued to be a probem.
