UPDATE 09.20.2024
AGAIN, this issue has returned, and the previous work arounds don't work either.
This site is a message board, you need to contact MS directly to get this resolved.
I contacted Support, and they say they can't fix because the issue is on the server, so MS has to fix it.
Go into your Outlook app and select Help >Feedback > Report a Problem.
The problem is: Image sizing handles do not work, and images can no longer be resized when pasted in a message body.
Hoping they get flooded with these reports and the issue is resolved quickly.
SOLUTION 1 (09 20 2024):
Paste image into a MS Word document, where the resizing handles work, size the image then clip & paste it into the message.
SOLUTION 2 (09 20 2024):
I received another work around from Anthony in a post on this board . . .
Clip image >"Save As" onto hard drive> go to Outlook> select Insert>select picture> browse to location image is stored> select image and insert into message> At this point you have 1 chance to size it with the sizing handles, after that the sizing handles no longer work.
ORIGINAL POST 07 24 2024:
Outlook isn't letting me resize an image. Used to click on the pasted image and drag the corner to size.
Outlook for Windows version 1.2024.717.400 (Production)
SOLUTION:
Now to resize an image
1. Click to the right in a blank area so the image is NOT selected
2. Hold Shift Key down and then hit the Left Arrow Key and the resize handles will appear

RE "it has been concluded that the feature you are inquiring about is not yet available in the new Outlook"
What do you mean "not yet available?"
It has been available for many, many years. It has disappeared.
It has been taken away, not made "not yet available."
Yes, indeed! What a step backward. Please, Microsoft, focus on feature enhancements and break fixes, and not trying to change things just for the sake of changing things!
Thanks for the tip, that was frustrating! Double-clicking doesn't work for me in the web version, but the highlight method does. I also notice there are options for image size with right-click on the image.
It's obviously a bug. Signal it through feedback in the app not here. I think you will be using the feedback hub.
In the worst case just resize the image in Word or PowerPoint an then no stress.
