AGAIN, this issue has returned, and the previous work arounds don't work either.
This site is a message board, you need to contact MS directly to get this resolved.
I contacted Support, and they say they can't fix because the issue is on the server, so MS has to fix it.
Go into your Outlook app and select Help >Feedback > Report a Problem.
The problem is: Image sizing handles do not work, and images can no longer be resized when pasted in a message body.
Hoping they get flooded with these reports and the issue is resolved quickly.
SOLUTION 1 (09 20 2024):
Paste image into a MS Word document, where the resizing handles work, size the image then clip & paste it into the message.
SOLUTION 2 (09 20 2024):
I received another work around from Anthony in a post on this board . . .
Clip image >"Save As" onto hard drive> go to Outlook> select Insert>select picture> browse to location image is stored> select image and insert into message> At this point you have 1 chance to size it with the sizing handles, after that the sizing handles no longer work.

SOLUTION:
Now to resize an image
1. Click to the right in a blank area so the image is NOT selected
2. Hold Shift Key down and then hit the Left Arrow Key and the resize handles will appear

How in the world could a room full of (I am assuming) smart developers figure that this was a good idea?....... "Hey, its really easy to resize pictures, we know that millions of people use this exact function everyday, and our competitor GMail (that is more user friendly in a million different ways, also accomplishes this function in a similar friendly manner"...."I know, lets change that easy function into a relatively obscure command that no one will easily remember!" BRILLIANT!
How much are you paying those people who made that decision? Because I would gladly work for half that price, and add better functionality to outlook.

But for crying out loud, what on earth are the developers thinking? Every single Outlook Web update seems to break more features and introduce new bugs.
