A very dangerous behavior in the new outlook is that hoving the mouse pointer over a hyperlink in an email no longer displays the actual URL of the link.
Seeing the true URL is the #1 way people can avoid getting email scammed. Removing this tool is inviting people to get defrauded. This should not be a default behavior and I cannot see how to resolve this.

You are correct, the hover over works in message editing mode. The code is there! It just needs to work in reading mode also. I'm not going to train my users to enter editing mode on every email so they can hover over the links. Please address this ASAP Microsoft!
Grievously irresponsible to push this version of Outlook (and allow end users to upgrade to it without elevation!) without this feature. Why is it taking so long to remediate?

That is the way with Microsoft products now and it's extremely frustrating. New features are added to products like Outlook or Teams, but only certain users get them at random. Even within the same organization, two users of the same software fully patched have totally different features and menu options.
How is an IT department supposed to make how-to documents when we're not even all working with the same software?? It's maddening. Our CEO dislikes Teams (preferring Zoom), and the biggest reason is because she was not randomly selected by Microsoft to have the feature to show herself in the gallery. We are both using the most up-to-date version of New Teams and I have the menu option to put myself in the gallery and she does not.
And now only certain randomly chosen users of Outlook are given the option to safely preview link destinations, but the rest of the customers can be left vulnerable? GET IT TOGETHER, MICROSOFT!!!

This might help someone. This issue got fixed for me after going into Programs and Features and repairing Microsoft Edge WebView2 Runtime installtion. I can now preview links in New Outlook.
