After getting/making sure Outlook Classic is installed, this is a good page to check:
The new classic has a "tab" on the right near the top to "switch to classic". It did not respond or execute fir me. I tried multiple ways, multiple times.
The best way to switch to classic for me was to exit new outlook and download classic separately, then log in.
FTR, I have been an email administrator since 1998 and used most versions of outlook.

I believe you'll find 30% per cent of your silent "switchers" have one or more of the same issues.
