After testing from my end using "Ctrl+C" and "Ctrl+V" shortcut in New outlook, i am not facing the same issue.
New outlook works as outlook on the web so there is not File option in new outlook.

1-Please may I know which specific setting via File in classic outlook are you referring to? if it is possible give me all the steps
2-Please can you use "Ctrl+C" and "Ctrl+V" shortcut in New Outlook, to check if this will paste the content with the original formatting.
3- you can try using the "Paste Special" option. To do this, right-click where you want to paste the content, select "Paste Special", and then choose "HTML Format" or "Rich Text Format" depending on the content you are pasting.
4-Try to copy past first in notebook and make a change then copy and pasted in your new emails and check the issue
