I am trying to copy and paste from one email to another and outlook will not keep the format. This is the new outlook app so there is no File tab like suggested in every other answer.

I had the same problem. It was so frustrating...
I finally tried drag and drop, and it worked.
It kept all the formatting.
Thank you so much David! This works perfectly. Right after you paste text, a small "Ctrl" icon box will pop up below the text you pasted.
Once you click on the "Ctrl" icon, the below icon will appear. Clicking on the first box saves formatting.
I still believe the new Outlook should be updated to save formatting automatically when pasting.
omg I HAVE THE SOLUTION!!!!!
When you copy and then paste, at the bottom of the pasted material there is a very tiny box. Hover over that and choose the left (1st of 3) icon. It's a clipboard icon and it says (Ctrl).
My coworker showed me this and IT WORKED!!
When is there going to be a fix on this - for a good month now when ever I want to copy details from an e-mail to a new one it loses everything format wise - surely 'Paste' should be an exact copy formatting included and 'Paste as Plain Text' should be just copy the text and lose the formatting but either option loses everything since about a month ago.
It's causing me so much extra time and aggravation having to redo the formatting in every single e-mail I try to copy and paste - surely this has to be addressed?
I have the same issue.
When I copy/paste using keystrokes I loose all formatting.
When I right-click the mouse I only have "paste" and "paste with plain text" options.
There's no search available for 'copy/paste' or 'copy' or 'paste' in settings/options
There's no info online or even on the MS site for copy/paste with formatting for new outlook.
