I got to 16.0 on the path but there are no PREFERENCES. There is a USER SETTINGS but no USENEWOUTLOOK in there.

My email does not have the toggle option in the top right corner to get the classic outlook back. There is no longer the old outlook in the store either. I have also tried the steps in registry editor and that didn’t work out either.

It seems MicroSoft just doesn't care. Like every other corporation out there they want to control your use of everything while making you pay for it.
There is a work around to this if you bought your version outright. It might work if you have 365, it might work but I don't know.
Turn your internet connection off and restart your computer. Then go to your short cuts and try to open your outlook classic. If you are lucky, like I have been, you will be able to open classic outlook again.
Once you get into it, do your self a favor and export your calendar and contacts to supported files (.csv & ics).
It is a shame that Microsoft does not respect it's customers enough to warn them that this is going to happen. Also if you have saved any emails as pst file be aware that new outlook cannot open these.

Hi Allen, Would love your help. I did as suggested - except no UserOutlook at end of list, but did find the valid data box and moved to 0. I can't switch back and while the email is working I have no access to my calendar! and am hamstrung as I use it for business. I have two appointments today and now do not have the access information. Please help. I was just trying to change the view and didn't realize I would go down this rabbit hole. Terrible customer service and preview of what would occur.
Thank you Claire. I am uninstalling new outlook and installing the classic now. It’s a new computer so let’s see how it goes.

Try closing outlook, disconnecting from the internet and then opening outlook classic from your apps. After you have opened you can connect to internet again without losing outlook classic.
I think their customer service is very good but their tech division is not diligent in their testing and their customer care policy seems to be "WHO CARES? IT WORKS ON MY PHONE"
