My email does not have the toggle option in the top right corner to get the classic outlook back. There is no longer the old outlook in the store either. I have also tried the steps in registry editor and that didn’t work out either.

I followed the instructions and do not a Preferences section to modify:

    Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook

The only item under that is Account.

Please advise on the full parameters if I need to insert a Preferences key underneath that

What did you have to start with, an M365 subscription, or a stand-alone purchased package? In either case, an Office/M365 reinstallation should fix the issue. Outlook New does not deisturb an existing Outlook Classic installation, they will both re=un at the same time.

    If you follow this path:

    C:\Program Files\Microsoft Office\root\Office16

Is OUTLOOK.EXE there? If it is, what happens when you launch it?
