Update for everyone: our domain host (also our web host) updated the SPF record to: v=spf1 include:spf.protection.outlook.com -all

And it looks like it now works.

We're having the same issues as all in the post. I just spent an hour on the phone with Microsoft and the issue is definitely coming from our web host. We tried making corrective changes at the domain level but we could not. We have to contact our web host to fix the TXT settings.

Go Daddy explained on the phone to me that they are getting a number of complaints about emails not being deliverable to hotmail, yahoo, and aol--all three which use the same server. They are actively working on the problem.

Thanks for the info I'll look into our txt records as well. I'm also hearing from Godaddy that our DKIM needs to be updated as well.
