Microsoft Outlook 365 Server Blacklisted by Spam Cop

Hi

Is there a way we can report to Microsoft that one of their servers has been blacklisted?

After getting an email notification yesterday telling us an email had been rejected due to the server being on a blacklist, I checked this and asked Spam Cop to remove the server, but they responded with this,

"This IP is assigned to a Microsoft Outlook server.  We have seen a large
increase in the amount of spam coming from Outlook servers to our traps
and users, resulting in their ratios being above our listing threshold
at times.
.
There is nothing I can do to stop or slow the spam from Outlook.    You
will have to take your complaint to Microsoft as only they can control
the spam volume from their network so the IP will delist."

The IP Address in question is 40.107.20.71.

    As of 10 minutes ago (this is now monday morning 8/1/2024) this is still being blocked by spamcop

    Remote server returned '550 5.7.514 Decision Engine classified the mail item was rejected because of IP Block (from outbound normal IP pools) -> 554 5.7.1 Service unavailable; Client host [40.107.20.49] blocked using bl.spamcop.net; Blocked - see https://www.spamcop.net/bl.shtml?40.107.20.49'

    I spoke to spamcop support on friday and they said they were still seeing a large amount of phising attempts coming from this block of addresses.

    i Guess the list is a little longer, mxtoolbox did show an IP i looked up recently,

    Our spamfilter blocks quite some IP's from Microsoft:

    I had a ticket with MS, last Thursday they indicated that they had taken measures. But unfortunately, today a lot of emails from MS are bounced by webcop.
