I have been deleting unnecessary emails from my outlook client application, but recently observed that the emails are not being deleted from the server. My mailbox is 97% full and it is giving warning that I will not be able to send or receive emails once the mailbox is at 99%.
I am trying to delete emails, but they are keep coming back. I tried deleting emails in several ways, but the emails are not getting deleted.
Please help me in resolving this issue.

It seems to have some how sorted itself as mysteriously as the problem began.
I am also unable to delete any emails and it says in 11 days, I will be unable to receive any emails. I have not been able to send any emails for quite some time now. I've had to use another email address with another company. It also keeps saying I need to buy more storage because my onedrive is full, which must be incorrect as I rarely use my one drive. So rarely, I don't even know what could possibly be on there. I save everything on my hardware. Also when I try to see what could possibly be on my one drive, there is no option to access it. I haven't been able to find a direct customer support number or a live chat. For such a big company, this is beyond ridiculous. I'm hoping someone will reach out and reply to me now. None of the options below have worked either. My housemate is also experiencing the exact same issue.

My solution, suggested by Microsoft, was to go back to Outlook Classic. I did this and have had no problems since.
The "new" Outlook has many bugs in it and is, basically, still in Beta. You're correct, terrible for a company like Microsoft to launch a product that is unstable.
I have Microsoft 365 (formerly Office) and the remote support assistant set me up.

I also disconnected OneDrive, it's more trouble than it's worth, I backup on an external drive and share using Google Drive.

It seems the issue I am facing is all to do with the OneDrive being full and causing an impact on my emails. How did you manage to disconnect the OneDrive?
