I have the same issue. I already have the SPA Encryption disabled and it's using the same password that incoming is using. Still not able to send email.

Outlook is being very frustrating and Microsoft is to big to care about individual problems.

I have found a solution for you guys.

There is a problem with outgoing port in IMAP account setting.

    Open Account setting.

    Open IMAP server setting.

Under outgoing mail drop down Manu set encryption SSL/ TLS

Uncheck (Require logon using Secure password Authentication SPA)

Check the box (My outgoing (SMTP) server requires authentication. and select (Use same settings as my incoming mail server)

    For Mac Outlook Users.

    Open account settings

    Click More options

Set authentication (Use incoming server info)

    That worked for me.

    Thank you.
