I have trouble receiving emails on my account

Outlook | Web | Outlook.com | Email

    Below is Error message when attempting to send or receive emails in Outlook:-

    Task 'Synchronizing subscribed folders for ******@iinet.net.au.' reported error (0x800CCC0E) : 'Outlook cannot synchronize subscribed folders for ******@iinet.net.au. Error: Cannot connect to the server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'

    I have contacted my service provider and they say it is Microsoft Outlook issue.

    This is the error message I receive when I try to send a msg in Outlook (New) of Microsoft 365:

    We couldn't deliver your message.

    Recipient addresses: d_******@hawaii.rr.com

    Subject: test

    Technical details

    SmtpConnectionInvalidResponsePermanentException: Server 'mail.twc.com' Port '587' returned invalid response. Check your SMTP server settings. --> Unexpected SMTP server response. Expected: 220, actual: 554, whole response: 554 p-impout004.msg.pkvw.co.charter.net cmsmtp 52.96.220.101 blocked. Please see https://www.spectrum.net/support/internet/understanding-email-error-codes for more information. AUP#Out-1130

    Failure code: 66fc

    What is the correction, please?

    Hi in the past week any emails I send from my hotmail account to yahoo accounts are being returned. If I send emails from my work outlook account to these same emails they go through. Is yahoo now blocking hotmail emails? I have attached picture of error message it get.
