I am having the same exact issue. I have tried absolutely everything to try and get legit emails to stop going into the junk folder. I have turned off junk mail filtering and it still does not work. I have added all of the emails to my trusted emails. I have clicked on "Not Junk", Send to Inbox, etc.
Absolutely nothing works. I am missing important emails from my bank, my cpa and from my clients. I try to look at the trash folder daily, but it is very easy to forget.

Ive had this issue ever since I switched to outlook.com for personal emails. It seems its only getting worse. Literally all new emails (unless i have received an email from them before) are heading straight to junk. This includes bank communications, job application updates, government/local body emails and everything. My wife also has the same issue with outlook.com address. MICROSOFT YOU'RE DIGGING YOUR OWN GRAVE BY IGNORING. We're all switching away if you are continuing to ignore and not relaxing your spam policies. I'm guessing they are using us as test cases to create spam signatures to be used for their commercial Office 365 offerings.
I have exactly the same issue, when I start Outlook everything goes into Junk. I believe it is client side, rather than server, as if Outlook is not running it does not happen on my phone. Once Outlook is started and running, most email arrives successfully.
I'm having to 'create rules' for everything I want to keep!
It's affecting all subscriptions, work emails, official emails and usual junk emails are mixed in and I've missed some that I needed because I have to filter through them all!
Surely there must be a simpler way to fix this
