I have this too! It is so frustrating and there is no fix.
One solution suggested online (and I believe from Microsoft) is that there have been repeated security issues connected to emails from the affected sender(s).
If this is the case, why do I receive 5 emails from a single Sender (i.e. same email address) but 3 go to Junk and 2 go to Inbox.
I mark the 3 in Junk as 'Not Junk' and they go to Inbox. Within a minute they are back in Junk, whereas those delivered direct to the Inbox remain there.
I see no logic in suggesting the Sender has 'bad form' when emails from that Sender are treated inconsistently.
Basic logic suggests it is a MICROSOFT PROBLEM and there is no evidence to suggest any resources are being directed to validating / disproving that logic or solving it.

This worked for me. My email address in Outlook is set up through my local ISP. Example (@localISP.com), not Google or other well known email providers. What I discovered is that my local ISP must have turned on a filter at some time and what got filtered their was filtering the same way in Outlook. I logged in to the local ISP email panel and checked the filtering and sure enough it was filtering emails. I turned it off so nothing gets filtered and Outlook is now back to normal.

Hi Mark, thanks for the reply and I am glad that works for you. Last week I was 1,400km away from home and the same thing was occurring so I am not so confident it is a local ISP issue.
I think and someone can correct me if I am wrong that it doesn’t matter that you are away from home. All Outlook is doing when getting emails is retrieving them from the server. Whether you are home or 1400 miles away it still retrieves the email from the same server. It may be the server filtering your emails. If the server pits some emails in your junk box outlook will retrieve them no matter where you are and it doesn’t matter how outlook is set up. Make sense?
