Absolutely. This is a serious bug and Microsoft needs to fix it.
It is a year later in this thread, and my outlook is behaving the same way with a vengeance. It defeats the purpose of junk filtering if we have to read through the junk folder every day for important emails. My guess is that an dumb and overactive AI has overidden the simple logic of checking against safe and non-safe sender lists.
I am not a gambling person but, in this case, the Rules work (the emails go from Junk to Inbox) and (in my mind) I can picture savoring the froth.
And then they bounce back into Junk.
Maybe a beer called 'Pyrrhic Victory' would be appropriate.

I don’t believe creating rules will help. If it does I will buy you a beer.
I am using Outlook Classic. In the HOME screen, centre right 'Move/Rules' - Create Rule.
