Email keeps going to junk folder even after I say it's safe.

I have a recurring email that continues to go to "junk" when I confirm it is "safe." I use Microsoft Outlook

    In my case the problem was not with Outlook. The problem was with my ISP, toastnet. I used my browser to log into the email panel on Toastnet. Once there I went to settings and found that they had been changed to sort emails into my junk folder. I changed the setting back so all emails go to my inbox. When Outlook retrieves emails it goes to the ISP email server and pulls the emails from whichever folder they are in. In other words it copies each folder. But going to the ISP website and making the change worked for me. ALL my emails are in my inbox now.

    How? Mine has been ongoing for at least a year now. I can't mark my own email as safe but I don't have any rules set for spam or junk email. Would love to know the fix
