I have a recurring email that continues to go to "junk" when I confirm it is "safe." I use Microsoft Outlook

Starting from approx 6 weeks ago I also have this problem.
I now have the Junk Email Setting set at 'No Auto Filtering' but emails from senders that are in the Safe Senders List (and have previously never been a problem) are now being trapped in Junk.
As I have opened each of these emails in Junk, I have marked them as 'Not Junk' but this has no bearing or positive effect on future emails.
One of these I just marked as Not Junk went to Inbox and then came straight back into Junk.
I am using Outlook Classic.
I have had this problem for a long time too!
This wasn't at all helpful. I'm using the "new" Outlook for windows and can't find any tabs or dropdowns that relate to junk emails.

Yes, you're correct. What I have found is that you need to log into your Microsoft account, so that you're in outlook.live.com Then go to Settings - Mail - Junk email. If you try to do this from simply from Outlook there is no Junk email under Mail. I'll have to see whether this fixes the actual problem though, as I've only just made some safe email contacts.
When I go to my Junk Folder settings, I can only "see" the "Junk mail" and "Safe senders" tabs, but cannot change anything.
There are no "Options" whatsoever, and even when adding a safe sender email (using + at the bottom of the list), it won't accept the new email address.
In any case, there is no explanation as to while nearly ALL of my messages go to Junk
