Email keeps going to junk folder even after I say it's safe.

I have a recurring email that continues to go to "junk" when I confirm it is "safe." I use Microsoft Outlook

    I use the Outlook app on my Samsung phone and this process does not appear to be the same for that scenario.

    I have logged in on a computer, specifically to attempt to search for my email on a junk/spam/blocked list however, it is not there.

    I am getting spam in my inbox and very important correspondences (kids' schools (multiple districts, so multiple domains), attorneys (multiple firms, so multiple domains), providers (multiple different systems, including private practice, so multiple domains), personal contacts (multiple domains), etc.) in my junk folder, even responses to this @microsoft community forum chain have been found there during my repeated daily clear out (and I do mean multiple times every single day!).

    I have repeatedly missed very important and time sensitive communications, and continue to do so with seemingly no fix, or even acknowledgement from @microsoft in sight.

    I am interested to know if there is a domain and/or subscription connection for all of us experiencing this.

    My domain is Hotmail, and I do not have a @Microsoft subscription.

    I am about to the point of taking on the burden of completely transferring to a non- @microsoft email, which I really don't want to, and absolutely shouldn't have to, do since I have had this email for 20yrs+.

    @microsoft where are you on this?

    Your patrons have spoken; repeatedly.

    Do better @microsoft

    In the last week Outlook has started sending virtually all my email to junk. Never happened before. Changed no settings. This makes outlook all but impossible to use. Ive tried the fixes in your April post, which do not work. What's going on? How do I fix this? Do I just change to Google??

    when the fixes didn't work, I clicked on the link that sent me diagnostic reports. Am I suppose to do something with these?

    I keep clicking on "It's not Junk", but the system keeps sending it back to junk no matter what folder I send it too.
