Using New Outlook on Windows for personal email, calendar, and contact management
I have the same issue. I don't get any indication that the email did not go through. Definitely started the few few days.

For years, I have been sending emails from Outlook on my desktop computer and mobile device with no problems. But the last few days, I am getting rejection messages saying my emails cannot make it through. Can I get help figuring out what is going on?
Here is the undeliverable error message I got when trying to send to an att.com email address (came from here: Mail Delivery Subsystem <******@xxxxx.prodigy.net>):
"The original message was received at Tue, 16 Jan 2024 12:28:35 -0800 from mail-mw2nam12on2049.outbound.protection.outlook.com [40.107.244.49] ----- The following addresses had permanent fatal errors ----- (reason: 554 [RL02] Message content not accepted for policy reasons; see https://postmaster.yahooinc.com/error-codes) ----- Transcript of session follows ----- ... while talking to mx-sbc.mail.am0.yahoodns.net.: >>> DATA <<< 554 [RL02] Message content not accepted for policy reasons; see https://postmaster.yahooinc.com/error-codes 554 5.0.0 Service unavailable"
And here is the undeliverable error message I got multiple times when trying to send to a yahoo.com email address (came from: Microsoft Outlook <******@xxxxxxx.com>):
"Delivery has failed to these recipients or groups:
(******@yahoo.com)
Your message couldn't be delivered. Despite repeated attempts to contact the recipient's email system it didn't respond.
Contact the recipient by some other means (by phone, for example) and ask them to tell their email admin that it appears that their email system isn't accepting connection requests from your email system. Give them the error details shown below. It's likely that the recipient's email admin is the only one who can fix this problem.

Oh wow! I'm supposed to be able to follow that? I think I will write a letter and drop it in the mailbox instead. How much is postage these days?
You need to set up DKIM on your domain. Follow this: How to use DKIM for email in your custom domain | Microsoft Learn
For some reason, Yahoo and AOL aren't adhering to their published requirements. They say that normal emailers (non-bulk senders) need either an SPF or a DKIM. They're treating Microsoft as a bulk sender. When you set up an O365 account Microsoft supplies you records for your DNS that includes an SPF record. Chances are that's fine. But now you'll need DKIM and a DMARC record.
No one has been able to explain what happened.. and Microsoft support has yet to respond (since yesterday morning).
Ditto here. This last week been trying to send to 3 separate Yahoo email accounts all are bouncing back. It started mid-day 3/7. No problem to these emails in the morning, but after lunch they all started bouncing back.
Since March 8th, there has been an issue sending email to Yahoo and AOL. This is a part of Gmail, Yahoo and AOL implementing new spam policies requiring DMARC records.
Even though Yahoo states that normal users (not bulk emailers) only require *either* an SPF record *or* DKIM, they're blocking Microsoft from sending without both records. When a Microsoft account is set up, along with the MX record, Microsoft provides an SPF to add to the domain's DNS. That's always been sufficient. It appears to also still be sufficient for Gmail. As of Friday, March 8th, Yahoo now requires both from Microsoft accounts. My guess is that email from Microsoft is considered bulk email and requires both DMARC records.

Make sure you have access to your DNS to set up the records.
