Using New Outlook on Windows for personal email, calendar, and contact management
Mine won't even download. It only lets me do a worthless preview.

If you are using the NEW Outlook view, then the answer to your question is NO.
There is NO option to view, open, or save. You can only download the attachment, which automatically saves to your download folder. You need to move it from the Download folder to where you want to actually save it. Many of us have been expressing frustration to MS; however, they do not seem to care.
While the latest update has lost several key features in the new view, I have discovered that the 'classic' view is still available and includes the features we love!
To switch back to Outlook's ‘classic’ view, toggle the button at the top of your screen to “Off.” I have been using the latest upgrade in the 'classic' view, which has solved the persistent attachment and signature issues with the new view.
