When Outlook (new) updated it decided that upon turning on and signing in to my computer, that it would open. I cannot for the life of me find the setting to turn this off. APPS SHOULD NOT OPEN UNLESS I CLICK THE ICON.

Here's an idea : Instead of the user having to spend countless hours pissing around with this issue - how about MICROSOFT FIXES IT?
I totally agree however getting them to support their customers is a pipe dream.
About the only reason I continue using Windows is that some of my favourite apps only run on Windows and of course the companies who create those apps "are in bed with" Microsoft.
Try APPS FEATURES, find New Outlook app and uninstall and restart computer.
Where is APPS FEATURES found?
Go to Accounts / Sign in Options and uncheck the 3 boxes near the bottom.
